| NEWS FROM CITY COUNCIL |
| At Monday nights council meeting, Council approved a new policy which will give customers a choice of fees when they are not using water from the City. The City has been wrestling with this issue for a few years beacuse the current policy only allows for a customer to pay "ready to serve" fees, or else physically dig up their water line and sever it from the City line.
this new option will allow for water customers to pay a fee of $100 to disconnect their residence from the city utility and the meter would also be removed. An additional reconnect fee of $150 would be charged when the resident reconnects to the line. How can you tell which is better for you? If you have your service shut off for more than 7 months, the new rates would be a good deal. If you are leaving town for less than seven months, the monthly ready to serve fee is a better deal. The City is happy to give it's customers a choice of how they would like to proceed.
In other action, the Council appproved holding he Sno Cross races in Manistique this year near the Fair Building. |

| CITY MANAGER ALDRICH OPTIMISTIC |
| City Manager Sheila Aldrich remains optimistic looking forward to 2010, even after having made some last resort decisions in the City Budget.
Revenue sharing cuts of $63,000.00 are expected next year and this required some forethought and creative planning. "As usual the Department heads and employees are cooperating in every way they can, and I cannot say enough good about all of them." "They are doing all they can together to make this work." explained Aldrich.
Aldrich said after much thought, that the city has re-evaluated essential positions, and eliminated one position from the DDA, which will now be manned with personnel from the DPW crews. In addition a retirement at the City Sewer plant will see one of the DPW staff being transfered there.
Aldrich is most optimisitic about having a general fund balance of $317,000.00 and hopes that the City does not have to dip into those funds by year end. |

| AMERICAN WINDS SYMPHONY DEPARTS |
| The American Winds Symphony Orchestra, it's musicians, and, its ship, Point-Counter Point II all left Manistique today under the direction of its Captian and conductor, Robert Boudreau.
From all the comments and talk around town, the Symphony was a complete success! A slight bump in the road caused City Officials to have to clean up and set up just south of the marina after the original docking area was found to be rocky.
As muscians arrived in Manistique, several chamber concerts were held Monday night. On Tuesday after the boats arrival, the two mini concerts were held at 5 and 7, both were sold out. After those concerts, wine and cheese were served after patrons toured the ships art gallery. Comments from those who attended were very positive, ranging from those who liked the up-close look at the AWSO, and it's ship ~ to those who simply liked the uniqueness of this sort of entertainment.
Wednesday of course brought the full orchestra and the main waterfront concert. Despite a brief shower, over 2,000 people attended and braved the weather to give the AWSO a great big Manistique Welcome. According to the event chairperson, and Manistique City Manager, Sheila Aldrich, the concert went off without a hitch except for weather. Aldrich thanked the Community for their support, and all those who worked tirelessly to bring the AWSO to Manistique, including the committee, the City of Manistique employees, including the DPW, Public Safety Department, and her office staff who sold tickets, and handeled the business end. Aldrich also thanked all the organizations who also worked to bring the AWSO to Manistique.
The final concert held Thursday evening showcsed the Manistique Youth who played their instruments along side the AWSO musicians at the bandshell. Also well attended despite the weather, the kids had a great time and were happy to have such an opportunity.
The AWSO departed Friday enroute to Mackinaw City, and will continue on to Louisana where it will be put into a trust and used to help train future muscians. |

| OFF DUTY FIREFIGHTER SAVES HOME |
| Manistique Public Safety Director Ken Golat credits off Duty Volunteer Firefighter Ryan Stoken for saving a Manistique Home.
Stoken was outside working in his yard when he smelled smoke and investigated the source. "At first I thought it was a burn barrel, but it smelled more like rubber, so I checked where it was coming from, and saw smoke coming from a home 2 doors down across the street from me" Stoken said. Golat said Stoken then called the department and went to the residence and kept the fire at bay with a garden hose. By the time firefighters arrived, the living room was a blaze, and was quickly extinguished, Stoken along side his fellow firefighters.
Golat said the fire was electrical in nature, in an older television. The home is owned by Robert Kaiser. There was some fire damage to the living room, and smoke damage throughout the house, but repairs will be able to made fairly quick, thanks to Stokens actions. |

| FOUNTAIN PROJECT GETS A GREEN LIGHT |
| The Manistique City Council gave a preliminary go ahead to the Manistique Womans Club to place a fountain in Downtown Manistique's Triangle Park.
Members of the Manistique Women's Club asked council's approval to continue with their project, which would involve designing and placing a memorial fountain in Triangle Park. Club Chairperson Rosemary Sablack said the fountain and its water would be a memorial to the people of Manistique and would be be of benefit to future generations.
"In 2010, the Women's Club wants to celebrate Manistique's Sesquintennial (150 years) and we will dedicate the fountain to the people in Manistique," she said. "The fountain will be a quiet place to reflect and also a gathering place."
The club had provided council with a picture of the preliminary design of the fountain as well as some specifications, although Sablack said the placement and design were subject to change.
The preliminary design for the fountain is a 4-foot by 9-foot triangle made of ledge rock and other northern materials, with a 12-inch limestone cap. The Upper Peninsula image would be in red granite, the outline of Schoolcraft County would be outlined in copper, with the city of Manistique depicted in green stone. The club members had discussed placing the fountain in the first section of the park closest to U.S. 2 so it would be visible from the highway.
Plans also call for the fountain to be lit during the evening hours. while Council gave the go ahead for the project, the Womans Club was asked to bring back the final design for approval. The Womans
Club has been raising funds for the project and will continue to do so. |

| HAZMAT ORDINANCE INTRODUCED |
| The City Council introduced a HAZMAT recovery ordinance at the last meeting. What is a HAZMAT Recovery Ordinance has been the question...
A HAZMAT recovery ordinance is an ordinance which allows the City to bill a party who causes a Hazardous Materials Release for the cleanup of that release. For example if a tanker truck with a chemical were to overturn and its contents spill out onto the roadway, requiring a cleanup by special means, the Ordinance allows for the City to bill the Party responsible for the spill, for the cost of the cleanup. these types of ordinances are now very common due to the extensive costs incurred for cleaning up these types of spills. Council will take action on this ordinance at it's May meeting. |

| ADOPT A FIRE HYDRANT |
| Fire Officials at the Manistique Public Safety Department are asking residents to "adopt a fire hydrant" closest to their residence. Hydrants are starting to disappear all over town because the snow banks are piling up. The Fire Department has installed "flags" on the top of the shortest hydrants but of course the best idea is to keep the hydrants shoveled out regularly. If residents notice a hydrant that isn't shoveled they could assist firefighters and save precious minutes so that fire fighters dont have to shovel the hydrant before hooking up to them. The Fire Department thanks those who keep their hydrants shoveled regularly. |

| CITY CONSIDERS DREDGING OPTIONS |
| MANISTIQUE - Manistique city officials may look into doing its own dredging of the harbor area - a necessary project city officials have been focusing on for a number of years. The option to self-dredge was discussed at a special meeting Monday.
At the meeting, officials from the Michigan Department of Environmental Quality (DEQ)
and the U.S. Army Corps of Engineers, as well as representatives of state and federal officials, joined Manistique city officials and citizens to help determine solutions to alleviate the navigational issues of the waterway.
If the city chooses to perform its own dredging, it would have to make a number of decisions beforehand.
For one, the city will have to determine where to deposit the sand once it is removed. Pam Horner, U.S. Army Corps official, and Mike Alexander, aquatic biologist for the DEQ, named several options including beneficial re-use of the sand, which involve depositing it a site where it is needed, such as nourishment of a beach. It could also simply be deposited at an upland site.
The city would also have to decide on a method of dredging, of which there are two: Mechanical and hydraulic. City officials seemed unanimous the hydraulic method would be best since they were told it was the less expensive method. The hydraulic method would capture the sand under water and pump it to a nearby upland site.
The city will also have to determine how large of an area to dredge, which for the city, is mainly cost-dependent. Horner said typically dredging costs $10 per cubic yard.
City officials discussed dredging only the most high priority sites, which in total, would be around 10,000 or less cubic yards.
City officials showed concerned, that even in performing a downsized version of the dredging, it would be too costly for the city.
"We see the city doesn't have a lot of money, even to be able to come up with $40,000-$50,000 would be difficult," said Downtown Development Authority Director Bill Hentschell.
"You start shrinking the numbers down and it's still pretty tough for the city or DDA to come up with money. If it takes an earmark, though, we're started."
An earmark from the state would include setting aside a portion of the state budget to be spent on a specific project, in this case the dredging of the Manistique navigational channel.
Representatives from the offices of state Sen. Mike Prusi, U.S. Sen. Carl Levin, U.S. Sen. Debbie Stabenow and Congressman Bart Stupak were in attendance at the meeting to share how they could support Manistique in its efforts.
A representative from the office of state Sen. Mike Prusi said, in regards to helping the city fund the dredging, a more specific plan from the city would be needed to go forth.
Dan LaFoille, Schoolcraft County Board member, said city officials had made it clear that getting the entire channel dredged would be ideal, but that they were willing to do a partial dredging to allow boaters access to the harbor.
"This has a significant economic impact on the community," he said of the harbor. "I think everyone knows we want to do the full project, but we're willing to do bits at time to make the waterway usable. We just don't have the finances right now, or the permits in place and that's why we need the support of the state."
